ERIADOR

Luin & Lindon   
Population centres: The Grey Havens, some Dwarf mines.
Population by ethnicity: 45% Elf, 35% Dwarf, 15% Arnorian, 5% Hobbit
Description: One of the least human-heavy constituencies, focussed around the elven havens in Lindon and the Dwarf holds of the southern Blue Mountains. A mixture of Dwarven mineral extraction and industry with Elven intellectuals and seafarers gives this seat an unusual political mixture.

Arthedain, Angmar & Forochel
Population centres: None
Population by ethnicity:  35% Arnorian, 35% Orc, 20% Lossoth, 10% Other
Description: A vast northern constituency, with the less populated half of Arthedain. This is mixed with wilder lands further north, with the orcs in Angmar and the Lossoth in Forochel. Climate change and the thawing of the Ice Bay are current concerns here, as are issues of communication in the snowy wildernesses.

Evendim & Fornost
Population centres: Annuminas, Fornost
Population by ethnicity:  65% Arnorian, 15% Elf, 10% Dwarf, 5% Orc, 5% Gondorian
Description: The more populous half of Arthedain, around  the lake and hills of Evendim. With money being pumped into neighbouring Fornost, the population is beginning to urbanise after many years in scattered villages, though some new agricultural development may be beginning and some elves and dwarves can be found here as a result of its closeness to Lindon and the Blue Mountains. A mixed area that is likely to grow significantly, Evendim’s political persuasion may swing either way.

Rhudaur & Eregion
Population centres: Rivendell
Population by ethnicity: 45% Elf, 30% Orc, 20% Human, 5% Dwarf
Description: Whilst including the relatively wealthy elven intellectual centre of Rivendell, most of the rest of the region is rugged forest and hillside, with wild orc bands roaming around and small human settlements that have a deeply conservative but also remote and hardy population.

The Shire
Population centres: Hobbiton, Michel Delving, Bywater, Buckleberry, Tuckborough
Population by ethnicity: 95% Hobbit, 5% Dwarf/Elf/Bombadil
Description: An almost wholly rural constituency, this region has a number of small market towns amid a mainly pastoral landscape. Voters here are still reacting to the aftershocks of rapid industrialisation policies under previous leaders.

Bree & Buckland
Population centres: Bree, Tharbad
Population by ethnicity: 50% Bree-men, 40% Hobbit, 5% Arnorian, 5% Dwarf/Elf
Description: Forming the northern third of what was once the princedom of Cardolan, this is a prosperous, long-settled, hobbit-heavy constituency in central Eriador. The Breelanders are relatively settled and concerned with immigration that has started happening in significant terms since the end of the War of the Ring; other local issues include transport (tolls for the Buckleberry ferry, and the dangers of the Old Forest) and heritage issues as to whether the Forest can be cut down and what should be done with the barrow-downs.

Cardolan
Population centres: Bree, Tharbad
Population by ethnicity: 55% Arnorian, 20% Bree-men, 20% Hobbit, 5% Dwarf/Elf
Description: Formed of the southernmost parts of Arnor, this constituency is relatively agricultural, with the Arnorians of Cardolan being mainly concerned with trying to revive the regional trade centres such as the small and recently rebuilt town of Tharbad. This seat incorporates the southern areas of former Cardolan, with the more populous Bree-Land in its own constituency.

RHOVANION

Upper Anduin & Mirkwood North
Population centres: Gundabad, The Carrock
Population by ethnicity: 30% Orc, 30% Man/Beorning, 25% Elf, 15% Dwarf
Description: The upper Anduin region was once mostly a Dwarven centre, but now it is home to many Goblin voters who have been hit hard by the recent downturn in the pillaging industry. The economic redevelopment of the area is high on the agenda, but how this should be done is hotly contested between manufacturing –friendly Dwarves and more protectionist Beornings. This constituency also has a high elf population in Mirkwood, where environmental concerns are likely to oppose both the economic needs of the Dwarves and of the Beornings, making this potentially a hotly fought contest.

Moria, Mirkwood & Lorien
Population centres: Thranduil’s Palace, Cerin Amroth
Population by ethnicity: 55% Elf, 25% Wood-Men, 12% Dwarf, 5% Orc, 3% Giant Eagle
Description: A majority Elven constituency, where the elves of Lorien and southern Mirkwood are likely to vote heavily on environmental issues. The wood-men and Dwarves, on the other hand, may well favour more economic development; similarly to the Upper Anduin constituency, this split region could be tightly contested if the parties make the right appeals to voters.

Erebor & Dale
Population centres: Dale, Erebor
Population by ethnicity: 50% Dwarf, 45% Dale-Men, 5% Elf
Description: A vibrant and wealthy constituency with a strong manufacturing heritage. This seat contains the urban centre of Dale and the manufacturing base of Erebor, making this probably the most industrial constituency. As well as being a centre for the production of consumer goods, Dale is a huge sales centre, and trade is likely to be high on the political agenda here. Erebor also contains the base of a lot of infrastructure developers who will be keen to see a new government that wants to order a lot of stonework…

The Iron Hills
Population centres: Numerous mines
Population by ethnicity: 70% Dwarf, 25% Dale-Men, 5% Elf
Description: The only constituency with a large Dwarven majority, the Iron Hills is primarily a mining region, with some light and heavy industry present as well. The ability to sell their products widely will be hugely important to the voters of this region, as will maintaining high living standards for artisanal miners and small producers.

The Riverlands
Population centres: Lake-Town
Population by ethnicity: 70% Dale-Men, 20% Dwarf, 5% Elf, 5% Dorwinian
Description: A large rural constituency, with a strong trading base and one major population centre on the long lake. The hills of the dale-men feed the industrial centres to their north, as well as providing major trade routes. Key issues include living costs and affordability of expensive Dwarven products, as well as a lack of infrastructure and communications.

Central Rhovanion
Population centres: None
Population by ethnicity: 30% Dale-men, 30% Easterling, 10% Dorwinian, 10% Dwarf, 10% Elf, 10% Orc
Description: A vast constituency with a very transient population, stretching from the Brown Lands to the borders of Rhun. Most of the settled population is in the north, nearer to Dale along the Celduin valley. This areas is badly underdeveloped, and major local issues are likely to include provision for nomadic peoples and voters as well as major worries about immigration from Rhun (which has gone badly in the past…)

THE SOUTH AND EAST

Ithilien and Gorgoroth
Population centres: Emyn Arnen
Population by ethnicity: 75% Gondorian, 15% Orc
Description: Mostly the reclaimed eastern parts of Gondor, also taking in Sauron’s former stronghold region of Gorgoroth – the latter is now largely uninhabitable as a result of the volcanic waste and the end of regular food imports from Nurnen.

Population centres: None
Population by ethnicity: 45% Orc, 40% Former Slaves, 15% Khandish
Description: The only plurality Orcish region, made up of the more fertile parts of Mordor. Large numbers of former slaves and orcs are opposed voters here, with the Khandish forming a swing block between them.

Harad & Harondor
Population centres: None
Population by ethnicity: 80% Umbarine, 10% Haradrim, 10% Gondorian
Description: This huge southern constituency is mostly desert; it takes in relatively little of Harad proper, which is outside the area covered by the new parliament, and settlement is mostly along the coasts. Like in Umbar, central government interference is likely to be resented, though economic relief and aid in this drought-stricken region may be taken well.

Population by ethnicity: 50% Haradrim, 40% Umbarine, 10% Gondorian
Description: The southernmost constituency, largely centred around the metropolis of Umbar. The Umbarines tend to vote strongly for looser legal codes, having a very libertarian approach and disliking government interference.

Dorwinion and Near Rhun
Population centres: Who Knows?
Population by ethnicity: 75% Dorwinian, 10% Dwarf, 10% Easterling, 5% Orc
Description: Rhovanion’s most agricultural constituency, focussed on wine growing with side-lines in olives and probably fancy cheese. Generally in favour of markets. Or shops. Or anywhere that they can sell booze to people. Despite its large size, the constituency’s population is focussed upon the prosperous Dorwinion area.

GONDOR & ROHAN

Dunland & The Isen
Population centres: None
Population by ethnicity: 75% Dunlendish, 10% Rohirric, 10% Arnorian, 5% Entish
Description: Dunland is a relatively poor region, with the majority Dunlendish often unhappy about Rohan’s comparative wealth. It is a very large area with very few real resources and a large, low-skilled workforce; economic depression is likely to be at the very top of the agenda.

Rohan
Population centres: Edoras
Population by ethnicity: 55% Rohirric, 30% Dunlendish, 5% Gondorian, 5% Entish, 5% Dwarf
Description: Containing southern Rohan, this is an open, pastoral constituency, mostly based around farming of sheep and goats among other things. A Rohirric/Dunlendish ethnic divide is still noticeable, with the Rohirrim being the more prosperous party.

Emnet & Entwash
Population centres: None
Population by ethnicity: 55% Rohirric, 25% Entish, 10% Dunlendish, 5% Gondorian, 5% Dwarf
Description: This constituency contains the forest of Fangorn, as well as much of northern Rohan. The Rohirrim here are likely to care a lot about agricultural issues, and there is a strong pro-environmentalist vote in the entish minority population.

West Gondor
Population centres: None
Population by ethnicity: 90% Gondorian, 10% Druedain
Description: This region contains the poorer and more rugged parts of Western Gondor; whilst the vast majority are Gondorian, this area is both less wealthy and has been less focussed on war than the core parts of the country.

Vales of Gondor
Population centres: Calembel, Ethring
Population by ethnicity: 95% Gondorian, 5% Druedain
Description: The core of Gondor, a region that is likely to be very socially conservative and with a strong military tradition. They are likely to be supportive of conservative social policies, but also of a strong state that will continue to provide employment for local troops. Most people here, however, are Gondorian through and through, and relatively prosperous.

Dol Amroth & The Coasts
Population centres: Dol Amroth, Edhellond, Linhir
Population by ethnicity: 90% Gondorian, 5% Umbarine, 5% Haradrim
Description: One of the wealthiest seats in Middle-Earth, these areas have remained relatively wealthy throughout the War of the Ring and with new trade routes open they sit at the heart of a revived Gondorian economy.

Minas Tirith
Population centres: Minas Tirith
Population by ethnicity: 85% Gondorian, 10% Druedain, 5% Rohirric
Description: The capital constituency, along with its nearby accompanying region of Anorien. This could be a key split seat, with the urban poor being both ready to vote for a strong, nationally central leader, but also feeling in need of government support. Minas Tirith is relatively wealthy, but is reliant on state expenditure for this, which may feature in the campaign.

Pelargir
Population centres: Pelargir
Population by ethnicity: 85% Gondorian, 10% Haradrim, 5% Umbarine
Description: The port of Pelargir is one of the largest city centres in Middle Earth, as Gondor’s main naval base and economic port. The large group of urban poor here are likely to want to push for more government spending, as are the shipbuilders, though there are minority counterweights in the form of southern traders and a few more conservative-leaning naval crewmen and officers.

Is it me, or does that only account for 90% of the population - should there be a 10% other, or should a 15% be a 25% or something?

Oops!

Add in 5% Haradrim and 5% Other/Eastern (Mixed Dorwinians, nomads, and easterlings in the northern part of the region)
