First of all, you go in to your Data folder, then go into your world folder, and then again go into your maps folder, and then again go in to your campaign folder and then go in to your last folder (Phew) the imperial_campaign. in there, there is a txt. document called descr_strat click on that and at the top there is this:

cut and paste all the factions under unlockable and unplayable (EXCEPT the roman senate and slave, i advise you not to do them) and paste the factions under playable, it should look like this:

save the document and close the file. now load up your game and you should be able to play all the factions

Again, be sure to make a backup copy of the file before you edit it. Add the following:
