Can one just send a dragon home? I can imagine most dragons would have something to say about the matter themselves.  :P

Hard to say really, but the idea is that Raethelas is considered too loose a cannon to have such power at his command. Therefore he's to make every effort possible to get Minaithir back 'home.' Plus, half of Caledor's Princes have been kicking up a fuss about it all since he woke Minaithir because they see it as a purely Caledorian birthright and therefore Raethelas has no claim to begin with. Not all see it that way, but many do.

Anyway, more to come when I'm not so busy. :)
