You should be able to see how much karma people have, but only citizens can see applaud/smite.

Yeah, just get active and get a decent amount of posts (around 30-50), and then pm one of the active citizens.

It's more quick if you post more in helpful sections such as comment in mods rather than post a lot in the Boozer.
