Pretty sure you could, but your grandparent has to claim Scottish/English descent 1st.
I used to play an mmorpg with a guy from SAR who still claims his Dutch descent (family tradition of some sort)

So in that case Ash, what would happen if say my grandparents didn't claim it, but my parents do on their behalf? Would that be considered wrong, especially if I compounded it?

Well, I'm pretty sure that your parents can claim it without doing anything wrong cause they have 1 grandparent who was english/scottish and you can claim it through them. After all, if they claim it you'd be 1/2 english/scottish.
