This must be the most asked question in modding and also the easiest thing to do. :) oh and to make Bi factions playable download this http://www.twcenter.net/forums/downloads.php?do=file&id=832
Assuming you know where your RTW files are. (Pm or post here if you don't:doh:)
First of all, you go in to your Data folder, then go into your world folder, and then again go into your maps folder, and then again go in to your campaign folder and then go in to your last folder (Phew) the imperial_campaign. in there, there is a txt. document called descr_strat click on that and at the top there is this:

campaign  imperial_campaign
playable
romans_julii
romans_brutii
romans_scipii
end
unlockable
egypt
seleucid
carthage
parthia
gauls
germans
britons
greek_cities
end
nonplayable
romans_senate
macedon
pontus
armenia
dacia
numidia
scythia
spain
thrace
slave
end

cut and paste all the factions under unlockable and unplayable (EXCEPT the roman senate and slave, i advise you not to do them) and paste the factions under playable, it should look like this:

campaign  imperial_campaign
playable
romans_julii
romans_brutii
romans_scipii
egypt
seleucid
carthage
parthia
gauls
germans
britons
greek_cities
macedon
pontus
armenia
dacia
numidia
scythia
spain
thrace
end
unlockable
end
nonplayable
romans_senate
slave
end

save the document and close the file. now load up your game and you should be able to play all the factions :)

If you have an earlier version of RTW you will also have to edit the RTW\Data\Text\campaign_descriptions.txt file to add in something (anything) for a campaign description for the formerly nonplayable factions. Again, be sure to make a backup copy of the file before you edit it. Add the following:

   {IMPERIAL_CAMPAIGN_ROMANS_SENATE_TITLE}SENATVS POPVLVSQVE ROMANUS
{IMPERIAL_CAMPAIGN_ROMANS_SENATE_DESCR}The Senate and People Of Rome

   {IMPERIAL_CAMPAIGN_ARMENIA_TITLE}Armenians
   {IMPERIAL_CAMPAIGN_ARMENIA_DESCR}Armenians

   {IMPERIAL_CAMPAIGN_DACIA_TITLE}Dacians
   {IMPERIAL_CAMPAIGN_DACIA_DESCR}Dacians

   {IMPERIAL_CAMPAIGN_NUMIDIA_TITLE}Numidians
   {IMPERIAL_CAMPAIGN_NUMIDIA_DESCR}Numidians

   {IMPERIAL_CAMPAIGN_SCYTHIA_TITLE}Scythians
   {IMPERIAL_CAMPAIGN_SCYTHIA_DESCR}Scythians

   {IMPERIAL_CAMPAIGN_SPAIN_TITLE}Iberians
   {IMPERIAL_CAMPAIGN_SPAIN_DESCR}Iberians

   {IMPERIAL_CAMPAIGN_THRACE_TITLE}Thracians
   {IMPERIAL_CAMPAIGN_THRACE_DESCR}Thracians

   {IMPERIAL_CAMPAIGN_SLAVE_TITLE}Rebels
   {IMPERIAL_CAMPAIGN_SLAVE_DESCR}Rebels

When you start a game with a formerly nonplayable faction you will see this:

And it starts a campaign just fine:

Jubal

The duke, the wanderer, the philosopher, the mariner, the warrior, the strategist, the storyteller, the wizard, the wayfarer...

Private Clark

why did you color everything in black?

Cleaned up formatting to make it easier to read. Took about a minute with find and replace in a decent text editor.

I'm guessing you have vista, so you need to save your edited desc_strat.txt to your desktop then move it to the Imperial Campaign folder and overwrite the old one. You might want to make a backup of the old one first just in case. Hope this helps.  ;)

Or, right click on it, go to properties and uncheck 'read only'.
