RPG Map and Stuff

Ok, so I'm making a map for an RPG, the same style as "The Hill" one, except much more sensible. A proper fantasy world. The Map is a WIP at the moment. It's very big. I'm wondering, should it be an RPG with towns and stuff already there with shops and roads and stuff and you start as one person (Like a normal RPG) or should I make it a settling RPG where you start with a Boat full of people and enough resources to build a small settlement and you build roads and expand the empire yourself and have armies. Kind of like the one that PG and I wanted to do.

With the map I still got to add borders and squares and other stuff like that. The image is a bit big so you may want to zoom out to see it all.

If you want a party to build a settlement then it may be worth using the smaller island they can settle on with inhabitants established on the big islands already. Best of both worlds

I need to update the map soon. I've got three more islands added. I started from scratch. I was originally doing it on paint.net but I think I might port it over to Photoshop for the islands.

EDIT: Who's ready for the Exilian Survival Games? Think of the Hunger Games mixed with The Hill RPG. Find and kill each other. Improvise, Run, Chase and for those citizens that don't play they can sponsor someone who is playing. (Only citizens can sponsor but anyone can play.)

The maps very near completion and when it is we'll be having some real entertainment watching the Exilianites slaughter each other. Maybe the winner will get an award to display on their account. (Hopefully)
