Here we go, regular bill, one week simple majority.


This house moves the following:

1) Preamble and purpose of the bill
a) This bill is to formally create and clarify the power of cloture as used regularly in votes on this forum
b) "Cloture" is here defined as any formal executive order to end the passage of a bill before the end of its allotted voting time.

2) Executive Power of Cloture
a) All administrators will be able to use this provision.
b) When a vote has gone past half its allotted voting time, and there are no votes on one side of a motion (either no votes against or no votes in favour) an administrator may close the vote early and consider it passed/failed respectively.
c) This may be used on decisions, motions, and elections to non-staff ranks.

3) Legislative Power of Cloture
a) This is reserved to the Sebastokrator only, and provides that:
b) When a vote has gone past half its allotted voting time, and a majority of 15% higher than necessary for the vote to pass has been achieved (thus 65% for a simple majority vote, or 90% where a 75% majority would usually be needed), the Sebastokrator may close the vote early and consider it passed/failed respectively.
c) This may be used on all votes, with the exception of constitutional amendments, terms of service changes, by-elections to the post of Sebastokrator, and the general elections at the election times stated in the constitution.

4) Misuse of cloture
a) Officials may only use executive or legislative cloture where there are no extenuating reasons why they should not.
b) No official may call cloture on a bill they have sponsored.
c) Misuse of cloture is to be considered a serious case of misconduct whilst in office.

5) Retroactivity
a) All previous use of cloture is by the provisions of this bill declared licit, and no previous cases based on misuse of cloture before the passage of this bill may be brought.
b) From the point of this bill's passage it covers and defines all future use of powers of cloture as defined in the clauses above.
