Hi guys

I had two ideas:
1. to limit the settlement level to minor city (or large city in transition zones) in climates that are very infertile for example extreme deserts,
2. to give the nomadic factions semi-eastern buildings once a town reaches the minor city and full eastern buildings when it reaches the large city level (Parthia will be made a nomadic faction)

First idea isn't necessary since the way I have set up the fertility and population growth, certain cities will never make it to large status. I do like the second idea though, and I think if you are going to work on this, you should add the buildings xeofox designed. As well as the strat models for nomad cities.

The second is a great idea, though it might still be weird if the Parthians conquer a little town after they have already become an empire...?
