My current best bet (though I think it's wrong) would be air: it gives life to tales in the sense of being needed for speech, it can shape things in various ways (wind erosion, balloons) and you can e.g. give balloons to children when they're sick so maybe that's how malady pales. You can also send air power of various sorts through it.

I'm sure there's a better answe but I'm not there yet...

Great guess, but unfortunately it is not air.

With regard to the thought on power:

I assume you mean air creating power through wind turbines etc, but the power is specific to a nation. It  could not apply to an individual, for instance.

I was more thinking of air power as e.g. planes, missiles, etc - war being one of the obvious nation-state power areas.

The others being... law, justice, monopoly of force?

I guess a pen and/or paper can in a sense give life (existence) to tales, you can paper things or pen them and shape forms by drawing, and through them things like diplomatic power can be exercised... but I'm not sure how malady pales with them and I'm still not at all sure what a tool of purpose might be. And you don't usually launch paper except in paper plane form.

It's not a pen or paper. You're right the malady pales does not fit unless quite abstractly. Similarly the launching tools of purpose doen't really make sense with that

Speaking tales, shapes are obvious, malady pales because I guess you might lose colour in your lips when sick.

And the second verse seems to be about things you can do by speaking.

I'm currently thinking about a microphone or camera, but I'm not sure how either of those fits with "malady pales" or "tools of purpose" - I still have no idea what a "tool of purpose" even is at all, I think that clue is really throwing me.

Gestures to give life to tales, obviously can make shapes, pales when sick.

Handshakes enact national power (kind of), and hands launch things by throwing.

It's really good guess. So close I could just say it's that but not the answer I was thinking of

I give life to tales. - hand is not correct, but almost - the answer does have hand/s
I can shape many a form, - the answer could also shape a hand
and malady pales. - rather than becoming pale... it helps cure things (so - malady wanes may have been a better clue). This line is directly linked to the above line about shaping

launch tools of purpose. - You're really close here. A hand is used to enact the verb (not throw) - which is the answer
