Some do. Depends on what particular fantasy you are looking at. D&D Dragonborn can wear hats, or dragons in human form for example.

Films & TV too, for example "Raya and the Last Dragon" has a hat wearing dragon

Thanks for those - I guess my mental model for dragons has been set much more by Tolkien / the generic medieval European concept.

Yes please - the prospect of a horde of ravening Wibulnibs storming the ramparts is horrifying.

Possibly, though I think it's the whole "horde storming the ramparts" situation I'd prefer to avoid, with ravening Wibulnibs being just an example.

Anyway, in the absence of Wibulnibs, other hordes, or indeed ramparts... I win!

I'm not sure we've got any hordes, and if we had, I'd rather they weren't storming anywhere. Maybe raining softly, though.
