"Supra" in contexts I know about is also used in "supranational" - so organisations like the EU are referred to as supranational, in that membership is voluntary on the part of member states and powers that 'naturally' lie with member states are explicitly granted to the Union to exercise, making them supranational. (This is then different to international organisations like the UN, which exercise functions that member states do not claim themselves and/or solely function as forums for international agreement.)
